Lesser Prairie-chicken numbers increase again

The Lesser Prairie-chicken population increased approximately 25 percent from 2014 to 2015, according to the recent range-wide aerial survey. Wildlife biologists with the Western Association of Fish and Wildlife Agencies (WAFWA) attribute the increase to abundant spring rainfall and ongoing efforts associated with the Lesser Prairie-chicken Range-wide Conservation Plan.

Increases were observed in three of the four ecoregions across five states – Colorado, Kansas, New Mexico, Oklahoma and Texas – where the species exists. The Sandsage Prairie Region of southeast Colorado showed the biggest gain – approximately 75 percent from a year ago. The Mixed Grass Prairie Region of the northeast Panhandle of Texas, northwest Oklahoma and southcentral Kansas showed an increase of approximately 30 percent, and the population in the Shortgrass Prairie Region of northwest Kansas grew by about 27 percent.

“An overall 25 percent increase in the Lesser Prairie-chicken population across its five-state range is welcome news,” said Ross Melinchuk, chairman of WAFWA’s Lesser Prairie-chicken Initiative Council. “This year’s increase, on the heels of last year’s 20 percent increase, is evidence of the species’ ability to rapidly recover from downturns resulting from drought and poor range condition. With continued improvement in nesting and brood-rearing habitat associated with abundant rainfall and private landowner actions to conserve and restore their habitat, we are optimistic the species will recover to historic population levels.”

The only ecoregion with a continued downward population trend is the Shinnery Oak ecoregion of eastern New Mexico and western Texas. This ecoregion is still recovering from a prolonged period of drought. However, recent roadside surveys indicate Lesser Prairie-chickens in this area are starting to respond to rainfall that occurred in late 2014 and early 2015.

“We’re confident that with continued moisture and drought relief, next year’s Shinnery Oak populations should continue to recover,” said Bill Van Pelt, WAFWA grassland coordinator.

The nonprofit WAFWA is coordinating efforts established under the Lesser Prairie-chicken Range-wide Conservation Plan, which is an initiative designed to engage private landowners and industry to conserve Lesser Prairie-chicken habitat and minimize impacts to the species. To date, industry partners have committed $46 million in enrollment fees to pay for mitigation actions, and landowners across the range have agreed to conserve nearly 100,000 acres of habitat through 10-year and permanent conservation agreements.

Companies, landowners, farmers and ranchers may still enroll in the range-wide plan and receive regulatory assurances that their operations can continue under an accompanying Certificate of Participation. Participating companies can continue operations under certain restrictions while providing funds to conserve Prairie-chicken habitat. To date, about 180 oil, gas, wind, electric and pipeline companies have enrolled about 11 million acres across the five states. Enrollment fees are deposited with WAFWA and administered to fund conservation efforts by private landowners to benefit the Lesser Prairie-chicken.

The Lesser Prairie-chicken was listed as threatened under the Endangered Species Act in May 2014. The final listing rule allowed private industry to develop and impact habitat if enrolled and participating in WAFWA’s range-wide plan, and it also provided various options that landowners can use to receive similar coverage. The range-wide plan provides incentives for landowners and industry to protect and restore habitat, which is important because they control much of the species’ range.

Organized in 1922, WAFWA represents 23 states and Canadian provinces, from Alaska to Texas and Saskatchewan to Hawaii – an area covering nearly 3.7 million square miles of some of North America’s most wild and scenic country, inhabited by more than 1,500 premier wildlife species.

National Wildlife Federation blasts action on House Interior bill

Sportsmen target funding levels, harmful sage-grouse and public-lands items Amendments proposed to the House Interior Appropriations bill would endanger America’s public lands and outdoor heritage by failing to adequately fund conservation and attempting to undermine efforts to save the greater sage-grouse and the sagebrush country that supports hundreds of species.

Sportsmen’s and conservation groups are particularly concerned about a provision aimed at delaying a decision on whether the greater sage-grouse should be federally protected and other proposals that would stymie conservation efforts for several years, said Aaron Kindle, the National Wildlife Federation’s Western Sportsmen’s Campaign Manager. Now is not the time to derail the work already under way, including the Bureau of Land Management’s recently released sage-grouse conservation plans, he added.

“We have seen an unprecedented collaboration among federal, state and local governments, private landowners and conservationists to save a species and a landscape,” Kindle said. “If we lose the momentum and ignore the bird’s declining numbers and loss of its habitat, we’ll end up having to take more drastic measures that could limit the use of our public lands in the not-too-distant future.”

If the sage-grouse population plummets to the point that federal protections are needed, Kindle said, we will have failed the bird and the lands that support more than 350 other species, a $1 billion annual economy and a way of life important to hunters, ranchers, recreationists, wildlife watchers and communities across the West.

A 2014 poll by the National Wildlife Federation found nine out of 10 hunters in the West believe it’s important to take action to protect sage-grouse habitat in their state and generally link protection of sage-grouse habitat with maintaining healthy populations of other wildlife species.

In general, new polls show broad public support for conservation, balanced public-lands management and the integrity of the Endangered Species Act, making current congressional attacks on our public-lands heritage all the more frustrating, said Kate Zimmerman, NWF’s public lands policy director.

“Before this barrage of amendments to the House bill is over, we could see votes making it much tougher to approve national monuments that have popular support and more political intrusion into what should be science-based decisions about wildlife conservation,” Zimmerman said. “Meanwhile, Congress continues to show how disconnected it is from the people it claims to serve by supporting efforts to sell off public lands while refusing to adequately fund conservation and environmental protections important to Americans.”

On the other hand, Zimmerman noted the opposition to updating the nearly century-old oil and gas royalty rate for drilling operations on public lands. The BLM is considering raising the 12.5 percent rate, far below what several states charge, as well as decades-old bond requirements.

“The resistance to seeking a fair return for the public’s resources is especially mind-boggling coming from elected officials who frequently chastise federal agencies for not being more business-like,” Zimmerman said.

A summertime tradition in Kansas is underway as lakes and ponds around the state are teeming with an outdoor delicacy unlike any other. The 2015 Kansas bullfrog hunting season, also referred to as “frogging,” began July 1 and runs through Oct. 31. During this time, anglers can attempt to catch these four-legged amphibians with several different techniques.

Bullfrogs may be taken by hook and line, dip net, gig, bow and arrow, or crossbow, and a line must attach bow to arrow, and the arrow must have a barbed head. If you’re really up for a challenge, bullfrogs can also be taken by hand. The best method is to walk quietly through the water at night and shine a bright light along the bank until a pair of glowing eyes appear. Temporarily blinded by the light, frogs can be approached and grabbed or netted.

The daily creel limit is eight, with a possession limit of 24. Unless exempt by law, froggers must have a valid fishing license to take, catch, or kill bullfrogs.

Considered a delicacy, frog legs have a taste and texture that resembles a cross between shrimp and fish. A popular way to cook them is to dip the legs in egg and then into a mixture of flour and corn meal, seasoning salt, and pepper. The legs are then fried to a golden brown and served up hot.

Registration open for assisted deer hunt at Tuttle Creek Lake

Youth and disabled hunters have until July 30 to apply for a limited number of spots in an assisted deer hunt at Tuttle Creek Lake.

The Kansas Department of Wildlife, Parks and Tourism, Riley County Fish and Game Association, and the U.S. Army Corps of Engineers (USACE) at Tuttle Creek Lake are accepting applications for the 2015 Tuttle Creek Youth/Disabled Assisted Deer Hunt, September 12 and 13. The hunt, which is offered free of charge, is open to resident youth age 11-16 and hunters with a certified disability. Applications are due July 30.

Participants will need a deer permit, and, if required by law, a hunting license and hunter education certificate. Assistance meeting these requirements, including scholarship funding to purchase a hunting license and deer permit, can be provided.

If needed, rifles and ammunition will also be available to hunters. Each participant will be guided by an experienced hunter, and arrangements have been made with area lockers to provide basic processing free of charge. Other items provided for this hunt include accessible hunting blinds, hunting locations, hunter orange hats and vests, and transportation to the field.

Participants will be required to attend a firearm safety presentation and sight-in at the Fancy Creek Shooting Range at 4 p.m., Sunday, August 16.

Public fishing etiquette

The weather is good, the fish are cooperating, and you’re reeling in fish as fast as you can. Before you know it, a hook gets snagged and you have to break the line. There’s no trashcan nearby and you’re on a roll. You leave the line on the ground with the intention of throwing it away later ­– we’ve all been there. But the reality is, that line will mostly likely end up staying right where you left it.

Too often, line, plastic lures, and other trash are left behind by well-intentioned anglers. A small piece of a plastic worm here and a little bit of line there, hardly seem like cause for concern, but when every angler leaves a little bit of trash behind, a big mess can be the end result.

Today’s monofilament fishing line can last many years after an angler has left it behind. Not only is it an eyesore, but fishing line can have deadly consequences for fish, turtles, birds and other wildlife.

Here are some tricks and tips for leaving a public fishing spot better than you found it:

– Always carry a folded-up trash bag in your tackle box. It can serve as a poncho and gear protector during the rainy season, and as a trash container for empty cups and other food items when it’s time to clean up.

– Allot space in your tackle box for broken lures or lures in need of repair. At the end of every trip, empty it out at the nearest trash can, or take them home to repair on a Sunday afternoon.

– Keep a coffee can in your vehicle to collect old line. By cutting open a small slit in the plastic cover, you can stuff in old line. Also, always clean up the line of others you come across. (The good karma may pay off during your next fishing trip!)

– Consolidate hooks and lures where you can. When looking through your gear prior to a trip, consider placing similar lures together, especially if you only have one or two left. This will cut down on the number of bags or containers that need to be thrown away when out fishing.

Kansas has some great public fishing opportunities, and we owe it to the land and our fellow anglers to keep it that way. When fishing public waters, leave it better than you found it.

The 82nd Federal Migratory Bird Hunting and Conservation Stamp, commonly known as the Federal Duck Stamp, is now on sale. Waterfowl hunters, birders, outdoor enthusiasts, artists, and stamp collectors can obtain the $25 stamp online, at select post offices, and wherever hunting licenses are sold. Previous purchasers of the stamp will notice a price increase of $10 from last year. This is the first price increase the U.S. Fish and Wildlife Service (USFWS) has implemented in 24 years, and also the longest single period without an increase in the program’s history. The increased price of the duck stamp will allow the Service to devote more funds to conserving wetland habitat that benefits birds and many other species.

Ninety-eight percent of the proceeds from duck stamp sales go to the Migratory Bird Conservation Fund, which supports wetland acquisition and conservation easements for the National Wildlife Refuge System. Since the program’s inception, sales of the stamp have raised more than $800 million to protect more than 6 million acres of habitat for birds and other wildlife.

The 2015-2016 Federal Duck Stamp features a pair of ruddy ducks painted by wildlife artist Jennifer Miller of Olean, N.Y. She is the third female artist in the program’s history to have her work featured on the stamp.

Drier conditions on the prairies demonstrate importance of Boreal Forest habitats

The 2015 Trends in Duck Breeding Populations report released by the U.S. Fish and Wildlife Service (USFWS) indicates another strong year for waterfowl populations. The report is based on surveys conducted in May and early June by the USFWS and Canadian Wildlife Service in partnership with state and provincial agencies and private conservation organizations. Overall duck numbers were statistically similar to last year and remain high. Total populations were estimated at 49.5 million breeding ducks in the traditional survey area. This estimate represents a 1-percent increase from last year’s estimate of 49.2 million birds, and is 43 percent higher than the 1955-2014 average.

“We are fortunate to see continued high overall duck populations in North America’s breeding areas this year,” said DU CEO Dale Hall. “Though conditions were dry in some important habitats, we had large numbers of birds returning this spring and good conditions in the Boreal Forest and other areas of Canada. It looks like some typical prairie nesters skipped over the U.S. prairies and took advantage of good conditions farther north. This is an important reminder about the vital need for maintaining abundant and high-quality habitat across the continent. The Boreal Forest, especially, can provide important habitat when the prairies are dry. But the Boreal is under increasing threats from resource extraction.”

Congress may look like it’s getting an early start on spending bills, but we’re pretty sure they’re going nowhere for a while. This week, the House will vote on its appropriations bill for the Department of Interior and EPA. The spending plan would shortchange key conservation programs and target the Obama administration’s environmental and climate change programs. The bill allocates a total of $30.17 billion for the Department of the Interior, Environmental Protection Agency, and U.S. Forest Service. These disappointing numbers are $246 million below fiscal year 2015 funding levels and represent historically low funding for conservation.

Add to that some damaging policy riders—which would delay the listing of the greater sage-grouse under the Endangered Species Act and undermine the recently released clean water rule that clarifies Clean Water Act protections for headwater streams and wetlands—and you’ve got some serious political posturing. As many expected, the GOP-crafted appropriations bill also targets the EPA in a number of these riders and seeks to reduce EPA staff.

There is language prohibiting the Forest Service or Bureau of Land Management from ordering new closures of public lands to hunting and recreational shooting.

Here are the highlights of the House spending bill:

  • The Environmental Protection Agencyreceived $7.4 billion, a 9% funding decrease
    • $69 million cut to regulatory programs.
  • Payments in Lieu of Taxes program is fully funded at $452 million
  • Bureau of Land Management (BLM) received $1.1 billion, a $30 million increase from FY15
  • The National Park Servicereceived $2.7 billion, a $53 million increase over FY15
    • $52 million was provided to address the frequently-discussed maintenance backlog
  • The U.S. Forest Servicereceived $1.4 billion, an $8 million decrease in funding from FY15 levels
    • $3.6 billion provided to DOI and USFS to combat wildfires
    • $92 million for the Flame Wildfire Suppression Reserve Fund
  • U.S. Fish and Wildlife Service (FWS) received $1.4 billion, an $8 million decrease from FY15 funding levels
  • North American Wetland Conservation Fund (NAWCA) received $35 million
  • State and Tribal Wildlife Grants received $59.195 million

 

The grass isn’t any greener for other agencies. On Thursday, the House Appropriations Committee will mark up its fiscal year 2016 spending bill for the Agriculture Department and Food and Drug Administration. The $20 billion spending package features significant cuts to key conservation programs:

  • Conservation Stewardship Program (CSP)
    • Enrollment cut by 23%
    • Reduction from 10 to 7.74 million acres.
    • Or a 5-year cut of $200 million
  • Environmental Quality Incentives Program (EQIP)
    • $300 million cut
  • Regional Conservation Partnership Program (RCPP)
    • $35 million cut
  • Conservation Operations (i.e. on-the-ground technical assistance and program delivery)
    • $13.5 million cut

The spending plan also features a controversial policy rider that would delay implementation of conservation compliance, a program that requires farmers receiving federal crop insurance to implement conservation practices aimed at improving soil and water quality. The rider would not preclude the U.S. Department of Agriculture from employing compliance, as needed, but would allow the agency to continue to provide subsidies for a year without requiring conservation compliance across the board.

Range Schools focus on planning beyond this year

“When you are trying to get through the current grazing season, planning for your forage needs this coming winter, and balancing a dozen jobs that need to be done now – it is hard to think about what you should be considering for next year, two years out, or even in 10 years, said Tim Christian, state coordinator for the Kansas Grazing Lands Coalition (KGLC). “The 2015 KGLC Range Schools will provide a 3-day period when you can begin that thought process.”

The Mid-/Shortgrass Range School runs from August 4-6 at Camp Lakeside, Lake Scott, and the Tallgrass Range School is set for August 18-20 at Camp Wood YMCA, Elmdale with the theme Sustaining Rangelands by Leaving A Legacy, Christian said. The 2015 registration fee is $350 per person and covers course materials, on-site lodging and meals, and other related costs.  Ranchers, landowners, and students may qualify for a $175 scholarship if they meet eligibility and request one using KGLC’s scholarship form. Agency staffs may qualify for $125 in scholarships. The form and more information on the Schools is available at www.kglc.org under 2015 Range Schools found in the navigation bar. Scholarship applications must be submitted by July 24 for the Mid-/Shortgrass School and August 7 for the Tallgrass School.

$17.5 million available for restoration of wetlands

On Monday, June 22, the U.S. Department of Agriculture (USDA) announced the availability of $17.5 million for wetland restoration partnerships with state and local governments, Indian tribes, and non-profit organizations in fiscal year 2015. Proposals must be submitted to NRCS state offices by July 31, 2015.

Projects will be funded through the Wetlands Reserve Enhancement Program (WREP), which is a component of the Agricultural Conservation Easement Program (ACEP).

Through WREP, NRCS and partner entities run multi-year projects to protect, restore, and enhance wetlands and wildlife habitat. WREP partners are required to contribute financial and in-kind matches for assistance. These partners work directly with eligible landowners interested in enrolling their agricultural land into conservation wetland easements.

Two types of funding are available for producers and partners. First, financial assistance (FA) is available for the restoration or management of existing wetland easements, as well as for the enrollment of new land under a permanent easement or a 30-year easement (or through a 30-year contract on acreage owned by Indian Tribes). For FA proposals, partners must provide in-kind and/or cash contributions of at least 25 percent of the easement, restoration, or management costs.

Second, technical assistance (TA) funds are available to partners to expedite closing, restoration or management design or planning, or monitoring of existing wetland easements. For TA proposals, partners are required to provide a match of at least 50 percent cash and/or in-kind services. Proposals may include both FA and TA funding.

Proposals must be submitted by partners to the appropriate State Conservationists and directors who will conduct an initial evaluation based on the following criteria:

  • 35 percent of the ranking points will be assigned based on an evaluation of the partner contribution, including in-kind contributions. To evaluate the partner contribution, NRCS will ask:
    • To what extent does the proposal significantly leverage non-federal financial and technical resources?
    • Does the proposal clearly describe outreach efforts to promote participation of beginning farmers or ranchers, socially disadvantaged farmers or ranchers, and Indian tribes?
    • Does the proposal provide assurances of landowner participation, and has the applicant completed preliminary assessments of landowner interest within the proposed project area?
    • Does the proposal ensure the availability of the resources to be contributed to WREP projects, including all matching funds?
  • 15 percent percent of the ranking points will be assigned based on an evaluation of the partner’s capacity to facilitate the project and assess the outcomes. To evaluate the partner contribution, NRCS will ask:
    • Does the proposal demonstrate a history of working cooperatively with landowners either through successful completion of past projects or initiatives with landowners?
    • Does the proposal provide evidence that the restoration and enhancement activities will be completed within 2 years of closing the easement?
    • Does the proposal include a monitoring plan, and if so, what level of monitoring will be used?
  • The remaining 50 percent of the ranking points will be assigned based on an evaluation of the likely outcomes of the project. NRCS will ask:
    • Does the proposal specifically address helping participants meet local, state, and/or federal regulatory requirements?
    • Does the proposal have a high potential to improve habitat for migratory birds and other wetland-dependent wildlife?
    • Does the proposal identify direct benefits to wetland-dependent federal- or state-listed threatened and endangered species?
    • Does the proposal utilize innovative restoration methods and practices in a targeted fashion to facilitate maximizing the potential habitat benefits of the easement sites?
    • Does the proposal target landscapes that are likely to result in the enrollment of multi-functional wetland ecosystems and diverse wetland types?
